[Rasp] RASP Housekeeping updates

Hi All

I have been mopping up some housekeeping:

The archives on the beta forecasts flooded the available diskspace 
(again). I have now configured a separate, large, partition for 
archives. This should keep up with the archives for a while and when it 
eventually overflows it wont break the running forecasts. I have also 
set the forecasts to only keep one archive per day from each of ZS2 and 
ZS12. Going forward we will have to make a plan to store these archives 
and make them available when required.

I have setup e-mail delivery from both the beta and legacy VM's, next 
step is to setup warning messages when things crash.

The "day after tomorrow" and "day after day after tomorrow" legacy 
forecasts are running again but the soundings are not being generated. I 
will have to debug that when I get a chance.
