[Rasp] Incorrect PNG blipmaps displayed

If you view the sites while the model is actively updating, it is 
possible to see some "stale" data as well as some "fresh" data side by 
side. If something crashes during a run the issue can persist until the 
next model run.

This is worse for the beta model as it runs in the morning and if you 
look at it before it is complete it gets a day out of sync. I hope this 
can be improved if we reschedule the run times.

Thus it is essential to check the day/time on the heading section of any 
png before you use it.
