<p class="MsoNormal"><span lang="EN-US" style="font-family:"Arial",sans-serif;mso-fareast-language:EN-ZA">Unfortunately, the Disaster Management Act no. 57 of 2002: Determination of Alert Levels and

<p class="MsoNormal"><span lang="EN-US" style="font-family:"Arial",sans-serif;mso-fareast-language:EN-ZA">Hotspots_Section 40 (f) prescribes that controlled visits by members of public to older persons
<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="font-family:"Arial",sans-serif;mso-fareast-language:EN-ZA">facilities are prohibited.
<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="font-family:"Arial",sans-serif;mso-fareast-language:EN-ZA">This is further motivated by the fact that the Cape Town Metropolitan Area is a COVID 19 Hotspot.
<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="font-family:"Arial",sans-serif;mso-fareast-language:EN-ZA">Additionally the weekly statistics provided by yourselves on the number of infections within residential<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="font-family:"Arial",sans-serif;mso-fareast-language:EN-ZA">facilities, Metro South, currently has the second highest infection rate of residents in the Western Cape
<o:p></o:p></span></p>
<p class="MsoNormal"><span lang="EN-US" style="font-family:"Arial",sans-serif;mso-fareast-language:EN-ZA">with a 34 % death rate and 66% recovery rate for residents (more than half of the frail older persons).<o:p></o:p></span></p>
